
Tirana, 14 November 2013 – Representatives of local institutions and young people, adopted today the Joint Action Plan for Youth in Tirana in a discussion table between youth and service providers.
Through this action plan, young people ask from Tirana Municipality to make the Student Card functional, to help young people enter the labour market by making efficient the Municipality Employment Portal; increase the budget for youth and specify it as a separate item; increase youth participation in local decision-making through the creation of structures similar to the Municipal Youth Council; to provide the establishment of a multifunctional public centre for youth , and providing access to youth in the existing centres, etc.
The results of the “Community Based Scorecards " methodology in Tirana were presented in this meeting, a process enabling the assessment and monitoring of the quality and appropriateness of services provided to young people from local institutions.This process was implemented this year, under the coordination of the CRCA, where young people aged 18-24 years, residing in Tirana, who assessed and evaluated the services provided by local institutions on three main topics: youth employment, leisure and participation in decision-making.During this process, the local authorities also have self-assessed and evaluated the services they provide to youth in Tirana.
This round table discussion, constituted the fifth stage of the process, which brought together young people and representatives of local authorities to dialogue and to jointly adopt a concrete plan of action to be taken, in order to resolve specific problems resulting from the evaluation.
Local authorities as well as young people expressed their commitment to implement these measures and ask for a hearing session with the City Council to seek its approval and implementation by the Municipality.They also expressed their consideration for the methodology that helps both parties, contributing to improving the quality and accessibility of services as well as the good local governance.
The meeting was attended by representatives of the Municipality of Tirana, Vocational Training Centres 1 and 4, the National Employment Service, the City Council Advisors, young people, civil society activists, the media, international organizations, etc.
The process was supported by Olof Palme International Centre, which is helping nine organizations across the country to carry out the same process in their cities.
