
Tirana, 23 November 2017 - The Albanian National Youth Network in cooperation with CRCA Albania and 18 CSOs and political youth forums, presented todaythe1st Alternative monitoring Report to the National Youth Action Plan and the Assessment Index (2015-2020).
The purpose of the Report is to identify, through monitoring, the degree of the implementation of the Action Plan, serves as an instrument to address the problems that Albanian youths face and the next steps that the Albanian Government should take to improve public policy implementation.
In 2015, the Albanian Government adopted the National Action Plan for Youth (2015-2020), which among others set a series of objectives and tasks for the Albanian Government and municipalities, as responsible institutions to implement the youth policy. More than 2 years after, the former Ministry of Social Welfare and Youth, despite the duty to report, never come up with a Monitoring Report on the implementation of the National Action Plan through 2015-2016.
Some of the most important findings of this report are: The Action Plan has not been implemented in its entirety and according to the objectives and planned activities to be fulfilled during 2015-2016. From 48 activities provided to be implemented during this period, only 10 of them have been implemented; b) The lack of institutional structures at the central and local level did not make it possible the implementation of the Plan and the planned activities, and consequently the fulfillment of the set objectives; c) The dualism of having two structures, one of Youth Policy and one of the National Youth Service, the lack of full staff, limited capacities and lack of transparency on their roles and responsibilities, as well as recent moves , only increased the uncertainty on the roles of their respective structures and functions; d) Lack of legal and regulatory basis that would enable the implementation of the Action Plan. e) The lack of Youth Budget Program in the Ministry overall budget increased the opportunities for the National Plan to be not implemented. f) The lack of 6-month and year long monitoring and evaluation of the Plan, the fulfillment of indicators and the implementation of the foreseen activities, has created a vacuum in time in the lack of implementation of the National Youth Plan in Albania.
Some of the most important recommendations of this report are:a) Review of the National Action Plan for Youth (2015-2020; b) Preparation and approval of the Law on Youth in Albania; c) Approval of the Resolution for the Youth in the Parliament of Albania; d) Creation of a Sub-Parliamentary Committee for Youth in the Assembly of Albania; e) Establish a youth structure in the Ministry of Education and Youth, able to implement the Plan and to monitor and evaluate its measures and achievements; f) Establish a Youth Budget Program in the Ministry of Education budget; Establishment of focal points or Youth Sectors / Directorates in each municipality of the country and budget programs for young people; g) Establish a Youth-CSO Ministry-CSO consultative structure to follow up and to monitor the implementation of the National Plan.
The meeting was open to public authorities, line Ministries, MPs and civil society organizations, representatives of political youth forums, youth activists and experts.
